Advancing AI for Faster, Smarter Disaster Management

From Data to Decisions: AI for every stage of disaster management

The Disaster AI Initiative at the Institute for Disaster Resilience in Texas is accelerating the next generation of AI-powered tools that help disaster and emergency managers prepare, respond, and recover more effectively—across Texas and the nation.

About the Initiative

The Disaster AI Initiative brings together artificial intelligence and rigorous disaster resilience research to build practical, field-ready tools for disaster management professionals.

Based in Texas and serving partners nationwide, the Initiative develops advanced AI capabilities that support—not replace—the expertise of disaster and emergency managers. Our work helps agencies and organizations make faster, more informed decisions before, during, and after disasters of all kinds.

We are building the national AI solution hub for disaster management: a place where researchers, practitioners, industry, and communities collaborate to create, test, and deploy AI solutions that improve resilience at any scale.

“Together, we’re building an AI-powered future where communities are safer, more prepared, and more resilient in the face of disasters.”

Our Vison

We envision a future where disaster and emergency managers have trusted AI solutions for critical decisions, communities receive faster and more targeted disaster support, and the Disaster AI Initiative serves as a national hub for AI-driven tools, knowledge, and best practices shared with partners across the United States

Our Partners

  • State and local emergency management agencies
  • Public safety and disaster response organizations
  • Infrastructure owners and operators
  • Community and non-profit organizations working on resilience and recovery
  • Researchers, students, and industry partners interested in AI for public good

OVERVIEW OF OUR WORK

AI Research & Development for Disaster Resilience

We conduct fundamental and applied research at the intersection of AI and disaster science, including:

  • Machine learning and deep learning for large-scale pattern detection and forecasting
  • Generative AI models to assist with planning, scenario exploration, and information synthesis
  • Multi‑modal data integration to combine diverse data sources for richer, more reliable insights

Our models and methods power tools that support:

  • Predictive risk analysis – anticipating where and how hazards may impact people, infrastructure, and services
  • Real-time situational awareness – monitoring changing conditions during emergencies
  • Damage and impact assessment – accelerating initial and detailed assessments post‑disaster
  • Recovery monitoring – tracking progress, unmet needs, and recovery disparities over time

Decision Support Tools for Practitioners

We translate research into operational decision support tools designed with and for disaster and emergency managers.

  • Interactive dashboards and AI applications for planning, response, and recovery
  • Tools that integrate with the Texas Disaster Information System to support state‑wide coordination
  • User‑centered design to ensure tools are practical, trustworthy, and easy to use in high‑pressure environments

Our goal: AI that fits seamlessly into existing workflows and enhances—not complicates—decision making.

Data, Models, and Knowledge Infrastructure

High-quality data and reusable models are at the core of our mission. We work on:

  • Curating and maintaining data libraries relevant to hazard, exposure, vulnerability, and recovery
  • Building model repositories and APIs that enable agencies and partners to integrate AI capabilities into their own systems
  • Promoting standards, documentation, and best practices so that tools are transparent, explainable, and sustainable

Industry & Community Engagement

We know that effective resilient solutions are co-created. The Disaster AI Initiative actively collaborates with:

  • State and local agencies, emergency management organizations, and public safety partners
  • Industry partners developing technologies, platforms, and services for resilience
  • Community organizations and local leaders who understand on‑the‑ground needs and context

Through workshops, pilots, and ongoing partnerships, we ensure our AI tools reflect real-world challenges and deliver real-world value.

Capacity Building, Training & Hackathons

Building the next generation of AI enabled disaster resilience professionals is central to our mission. We offer:

  • Training and capacity-building programs for practitioners, students, and researchers
  • Hackathons and innovation challenges that bring together coders, designers, domain experts, and community members to tackle urgent resilience problems
  • Learning opportunities focused on responsible, ethical, and equitable use of AI in disaster contexts
